As regards the observations of H.M.Consul General

on the subject of the scheme for patrolling the river

with cruisers under Custome control, I have no doubt

whatever that the provincial opposition to the scheme

has been fostered by the lukewarm attitude of Sir A.Hart

and the obstructive temper of the present Commissioner

of Customs at Canton, The enclosed extract from a

private letter received from H.H.Vice Consul while in

temporary charge of the Consulate General will serve to

show the tendonoy exhibited by Mr.King, the Commissioner

of Customa, to overdo his part as a servant of the

Chinese Government and if the scheme under Customs

control is introduced as a result of pressure brought to

bear on the Chinese Government on account of this frosh

case of piracy, it will still be necessary to induce

Sir Robert Hart to see that his Commissioner deals

sympathetically with the measure.
